The User Workflow defines the complete lifecycle of an application in the RDA System — starting from application submission to final approval and certificate download.
This guide is designed for both end users and developers to understand system behavior, processing flow, and interaction points between users and officers.

User Activities (Core Workflow)
Users interact with the system through a structured workflow that ensures proper validation, document verification, and secure approval processing.
Key User Actions:
  • Application Submission: Fill and submit application form with accurate details.
  • Document Upload: Upload required legal and land-related documents in PDF format.
  • Application Tracking: Track real-time status (Pending, Processing, Approved, Rejected).
  • Payment Processing: Complete required fees through integrated payment gateway.
  • Notifications: Receive SMS/email updates for every workflow stage.
  • Final Download: Download approved certificate in PDF format.
Required Documents (Mandatory)
All applications must include verified and valid legal documents. Incomplete submissions may result in rejection or delay.
  • Registered Deed / Ownership Document
  • Khatian / Mutation (Namjari)
  • Land Development Tax Receipt
  • National ID / Birth Certificate
  • Mouza Map (Marked Plot Required)
  • Land Location Sketch / Diagram
  • Additional supporting documents (if required)

Step 1: Start Application
  • Visit official portal: https://services.rdarajshahi.gov.bd/noc-form
  • Click on Apply Now
  • Fill out the application form carefully
  • Proceed to next step after validation

Step 2: Application Fee Payment
  • System automatically calculates fee based on land data
  • Review application details carefully
  • Select preferred payment method
  • Click "Proceed to Payment"
💡 Fee depends on land type, size, and zoning category.

  • Select payment method (bKash / Rocket / Bank / SSLCommerz)
  • Complete transaction securely
  • Receive confirmation SMS
  • Login credentials are sent after verification

IF Bank Payment (Manual Payment)
  • Select Bank Payment option from payment methods
  • Generate payment instruction with invoice/reference number
  • Visit designated bank branch and complete payment
  • Collect bank deposit slip / transaction receipt
  • Submit payment details (Transaction ID, Date, Amount)
  • Upload scanned copy of bank receipt (if required)
  • Authority verifies the payment manually
  • After verification, application status is updated
  • Confirmation SMS is sent to the applicant

  • Access user dashboard after successful authentication
